Staatsolie Registration: Why Supplier Registration Matters

Staatsolie's Local Content Register is the primary gateway to oil-sector procurement in Suriname. Without registration, a Surinamese company cannot be nominated as a local content participant in bids submitted by international contractors, cannot qualify for reserved categories, and has no formal standing in Staatsolie's supplier database. Registration is not a guarantee of contracts — but it is a prerequisite.

The registration process has evolved since the Local Content Policy's 2021 revision. This guide reflects the requirements as of 2025, based on Staatsolie's published procedures and conversations with businesses that have completed the process.

Step 1: Determine Your Category

Staatsolie's Local Content Register is organised into twelve procurement categories. Before beginning registration, identify which categories your business serves. The categories include: (1) Catering and food services, (2) Transportation and vehicle rental, (3) Warehousing and logistics, (4) Security services, (5) Cleaning and facility management, (6) Marine services and port logistics, (7) Construction and civil works, (8) Technical equipment supply and maintenance, (9) Environmental and waste management, (10) Professional services (legal, accounting, HR), (11) IT and telecommunications, (12) Medical services and occupational health.

Most businesses qualify for one or two primary categories. Attempting to register across too many categories without demonstrable capacity in each is a red flag for reviewers.

Step 2: Gather Required Documentation

The documentation package for an initial registration application includes: (1) Chamber of Commerce registration certificate and articles of incorporation, not older than three months; (2) Tax identification number and evidence of current tax compliance from the Suriname Tax Authority; (3) Proof of Surinamese ownership — shareholders register showing majority Surinamese ownership; (4) Bank reference letter from a recognised Surinamese financial institution; (5) Audited financial statements or, for businesses operating fewer than two years, management accounts; (6) Evidence of operational capacity: staffing list with names and roles, equipment inventory, relevant certifications or licences for your category; (7) Health, Safety and Environment (HSE) policy and any ISO or international certifications held; (8) References from at least two clients for whom your business has delivered services in the relevant category, within the last 24 months.

Missing or incomplete documentation is the most common reason applications are delayed. Assemble all documents before submitting.

Step 3: Submit the Application

Applications are submitted through Staatsolie's supplier portal, accessible via the company's official website. Create an account, select your primary category, and follow the guided upload process. The portal accepts PDF documents. All documents must be in Dutch or English; documents in other languages require certified translation.

After submission, you will receive an acknowledgment reference number. Keep this number. Review times vary: as of 2025, the initial review typically takes four to eight weeks from complete submission. Incomplete submissions restart the clock.

Step 4: Address Review Queries

Staatsolie's Local Content team may request additional information or clarification during the review. Common queries include requests for more detailed staffing information, clarification of ownership structures involving multiple shareholders, or additional evidence of operational capacity. Respond promptly — delays in responding reset the review timeline.

Step 5: Maintain Your Registration

Registration requires annual renewal. You will need to resubmit updated financial statements, current tax compliance evidence, and an updated client reference list. Lapsed registrations require a full re-application. Set a calendar reminder three months before your annual renewal date.

Keep your entry on the register current as your business grows. Add new categories when you have demonstrated capacity in them. Update your staffing and equipment lists when they change materially. An up-to-date register entry is more likely to be shortlisted by international contractors searching for local partners.
